What is difference between reading accuracy and FS accuracy of the flow meter?

The reading accuracy of the flowmeter is the maximum allowable value of the relative error of the instrument, while the full scale accuracy is the maximum allowable value of the reference error of the instrument.
For example, the full range of the flowmeter is 100m3/h, when the actual flow is 10 m3/h, if the flowmeter is 1% reading accuracy, the meter measurement value should be in the range of 9.9-10.1 m3/h [10± (10×0.01)].
If the flowmeter is 1% full scale accuracy, the instrument display value should be in the range of 9-11 m3/h [10± (100×0.01)]. 
When the actual flow is 100 m3/h, if the flowmeter is 1% reading accuracy, the measured value of the instrument should be in the range of 99-101 m3/h [100± (100×0.01)]; If the flowmeter is 1% full range accuracy, the instrument display value should be in the range of 99-101 m3/h [10± (100×0.01)].
